No official warning, nearby disaster or exceptional weather is useful information. The product should not manufacture urgency just to fill space.
Use the three layers
Top Now is for urgency, Useful Today is for practical local/country context, and Coming Up is for the next few days. Events, sports and Country Now can still be useful even when Top Now is calm.
Check coverage before assuming nothing exists
The Coverage Explorer shows which global, regional and country-specific layers are available. If a local event source is limited, the site says so and keeps broader country fallbacks visible.
